Mr. Nicholas Cali, Executive Director of The Lake Borgne Basin Levee District, will be discussing the operations, maintenance, and funding of the Lake Borgne Basin Levee District and their Flood Protection System About: The Lake Borgne Basin Levee District (LBBLD) was created in 1892 by the Louisiana Legislature as a political subdivision of the State. It was tasked with protecting lives and property in St. Bernard Parish from flooding, and is the flood protection arm of our community. LBBLD's source of funding is the millage collected from you to operate and maintain the system of levees, floodwalls, floodgates, closure structures, pump stations and drainage canals, including the $1.4 billion in improvements constructed after Katrina.
